الملخص

 يركز البحث على تقييم أسلوب "تحليل التكلفة والعائد" بوصفه أداة محورية في ترشيد السياسات العامة، مستنداً إلى فكرة المقايضة الجوهرية بين الكفاءة الاقتصادية والعدالة التوزيعية. ويناقش البحث الأسس النظرية لهذا التحليل المستمدة من اقتصاديات الرفاه، بدءاً من مبادئ "باريتو" ووصولاً إلى معيار "كالدور-هيكس"، وكيفية استخدامه للمفاضلة بين البدائل الحكومية بناءً على صافي المنافع الاجتماعية. كما سعى البحث إلى تحليل التحديات المنهجية والأخلاقية التي تواجه هذا الأسلوب، لا سيما إشكالية تسليع القيم الإنسانية والبيئية، وتغليب معيار الكفاءة على اعتبارات العدالة والإنصاف الاجتماعي. هذه السياسة التحليلية جعلت من هذا الأسلوب أداة معيارية عالمية رغم التحديات التطبيقية التي تكتنفها. ولذلك شرع البحث في تناول الآليات التي يمكن من خلالها تطوير هذا النموذج ليكون أكثر استجابة لمتطلبات العدالة، مثل استخدام "التحليل الموزون توزيعياً"، وكيف يمكن للدول النامية تكييف هذه الأداة مع واقعها الذي يتسم بتشوهات الأسواق وضعف البيانات، وكيف تمكّن صانعو القرار من استثمار هذه الأداة في تعزيز عقلانية الإنفاق العام.
