الملخص
يتناول هذا البحث التحول الذي شهدته الدبلوماسية من نموذجها الكلاسيكي القائم على مبادئ السيادة والتمثيل الرسمي إلى الدبلوماسية الرقمية التي فرضتها التطورات التكنولوجية المتسارعة، ويهدف إلى تحليل هذا التحول من خلال بيان تطور الممارسة الدبلوماسية، وأدواتها، وفاعليها، والتحديات التي رافقت البيئة الرقمية، بالاعتماد على المنهج التاريخي المقارن والمنهج التحليلي، وقد قسم البحث إلى مبحثين؛ تناول الأول نشأة الدبلوماسية الكلاسيكية وتطورها وأسسها المؤسسية، في حين ركز الثاني على مفهوم الدبلوماسية الرقمية وأدواتها وأبرز التحديات القانونية والأمنية المرتبطة بها. وتوصل البحث إلى أن التحول الرقمي لم يلغ الدبلوماسية الكلاسيكية، بل أعاد تشكيل أدواتها وآلياتها، كما أبرز الحاجة إلى تطوير الأطر القانونية والمؤسسية لمواكبة المتغيرات الرقمية وتعزيز فاعلية العمل الدبلوماسي في البيئة الدولية المعاصرة
