الملخص
دفعت تقنية النانو سياسات الابتكار والتكنولوجيا في إيران نحو بناء مسار مؤسسي وتنظيمي اتصل بإعادة تشكيل بعض القدرات الاستراتيجية داخل قطاعات الصحة والطاقة والصناعة والمياه والبيئة، ويعالج البحث أثر هذه السياسات من خلال تحليل العلاقة بين السياسة العامة ونظام الابتكار الوطني وآليات تحويل المعرفة النانوية إلى منتجات وشركات ومعايير وتطبيقات ذات أثر قطاعي، ويتتبع البحث تطور البرنامج النانوي الإيراني منذ تأسيس المجلس الإيراني لتطوير تقنيات النانو والميكرو عام 2003، الخطط الوطنية المتعاقبة التي نظمت هذا المجال عبر أدوات التخطيط والتمويل والتنظيم والتحفيز والتحويل التجاري، ويعتمد البحث المنهج الاستقرائي، ومدخل دراسة الحالة، وتتبع المسار مع تحليل دور المؤسسات الوسيطة والمختبرات والمعايير والشركات في ربط البحث العلمي بالصناعة والسوق، وتبين الدراسة أن السياسة النانوية الإيرانية أنتجت قدرات استراتيجية جزئية ومتدرجة ظهر أثرها في الصحة عبر النانوأدوية والتطبيقات التشخيصية، وفي الطاقة والصناعة عبر المحفزات والطلاءات والمواد المركبة، وفي المياه والبيئة عبر تطبيقات المعالجة والامتزاز والفقاعات النانوية، كما يوضح البحث أن العقوبات والقيود الخارجية أسهمت في دفع السياسة الإيرانية نحو التوطين وبناء مرونة ابتكارية قائمة على تعظيم الموارد الداخلية، وينتهي البحث إلى أن النانو الإيراني يمثل قدرة قطاعية قابلة للتراكم مع ارتباط اكتمالها الاستراتيجي بدرجة اندماجها داخل السياسات الوطنية وسلاسل القيمة الحيوية
