The militarization of artificial intelligence and its impact on the international political system

Abstract

The power and standing of a state are no longer defined solely by its geographical position, strategic location, or military superiority. In contemporary contexts, these conventional indicators have expanded considerably to encompass technological sophistication—most notably the integration of artificial intelligence (AI) applications and systems into military capabilities. The incorporation of AI has become a critical marker of national power and developmental advancement across multiple sectors, with the military sector at the forefront. The development, integration, and deployment of AI for military purposes exert far-reaching implications for the future of warfare, as well as for international peace and security more broadly. This technological evolution introduces both opportunities and risks at the tactical, operational, and strategic levels. Consequently, numerous states have begun embedding AI into intelligence analysis, command-and-control structures, targeting processes, fire-management systems, training and simulation platforms, equipment monitoring, and logistical support. These transformations have prompted extensive discourse concerning the ramifications of algorithmic warfare, commonly referred to as autonomous warfare, including its prospective trajectories and its immediate military, ethical, and legal consequences. Simultaneously, there is growing recognition of the broader strategic implications of AI for interstate competition and conflict escalation, extending ultimately to heightened concerns regarding the potential outbreak of nuclear war.
