Abstract
This paper examines the declining capacity of parties in pluralist democracies to translate social transformations into stable representation and durable policies. It employs selective desynchronization to explain the gap between the rapid formation of demands and the slower renewal of party structures, disrupting two-way mediation between society and the state. Through comparative policy cases, it argues that policy mandates require social and political support beyond legal validity.
