الملخص

يشهد النظام الدولي تحولاً استراتيجياً عميقاً بفعل الثورة التكنولوجية في مجال الذكاء الاصطناعي وتطبيقاته العسكرية، حيث تحول من مجرد أداة لتحسين الكفاءة إلى "مضاعف قوة" يعيد تعريف مصادر القوة وشكل الصراع الدولي. يبرز سباق التسلح بالذكاء الاصطناعي، خاصة بين الولايات المتحدة والصين، كسمة محورية للتنافس الجيوستراتيجي في القرن الحادي والعشرين، مع تركيز على الأسلحة ذاتية التشغيل وأنظمة القيادة والسيطرة المعززة. يطرح هذا السباق تحديات جذرية للاستقرار الاستراتيجي التقليدي القائم على منطق الردع النووي، حيث تهدد السرعة الفائقة وعدم اليقين المصاحب للأنظمة الذكية بتقويض مفاهيم الردع وزعزعة السيطرة على الأزمات، مما يزيد مخاطر التصعيد غير المقصود. يسعى هذا البحث إلى تحليل تأثير هذا السباق على مفاهيم الاستقرار الاستراتيجي واختبار قدرة الإطار النظري التقليدي (توازن القوى) على استيعاب هذه التحولات الجذرية.
