The Migration And Displacement Crisis In Iraq For The Period 2010-2018

Abstract

This study examines the crisis of migration and forced displacement in Iraq during the period between 2010 and 2018. The research highlights the legislative and regulatory frameworks governing the governmental response, notably the 2008 National Policy, the Law of the Ministry of Displacement and Migration No. 21 of 2009, and the Compensation Law No. 20 of 2009. It analyzes the executive, field, and financial performance of governmental and sectoral institutions, particularly during the peak of the acute humanitarian crisis following the control of the terrorist organization "ISIS" and the subsequent liberation operations (2014–2018). The study monitors the administrative, financial, and security challenges as well as funding limitations associated with relief distribution that hindered return pathways. Furthermore, the paper offers a prospective analysis presenting three future scenarios to resolve the displacement file, aimed at achieving voluntary return and sustainable stability. The findings indicate that concluding the displacement crisis and consolidating domestic stability are intrinsically linked to activating transitional justice, securing reconstruction funds, and depoliticizing the humanitarian response.
