Abstract
Abstract
This study examines the phenomenon of political participation by persons with disabilities in Iraq, as one of the fundamental rights guaranteed by international conventions and national legislation, and as an important pillar of a democratic system based on equality and non-discrimination. The study focuses on clarifying the conceptual framework of political participation for people with disabilities and reviewing the legal foundations that guarantee their right to participate in political and public life, whether at the international level through the United Nations Convention on the Rights of Persons with Disabilities or at the national level through the Iraqi Constitution and relevant laws. The study also discusses the reality of political participation for people with disabilities in Iraq by examining the extent to which they enjoy the rights to vote, run for office, and hold public office, as well as the most prominent challenges and obstacles they face, These include shortcomings in certain legislation and enforcement procedures, inadequate accessibility of polling stations, and limited policies supporting their political representation, such as quota systems and mechanisms for electoral support and facilitation.
